Katie, you can't find your penis??? Isn't 'your penis' 'joel's penis?' So, that means one of two things: 1) Joel is lost or 2) Joel has such a small penis that it's virtually invisibile. Since Joel was my roommate for like 3 years, and I never once saw his penis, my bet is on option 2.

Yes. Very indicative of the voting public, and American politics in general. At some point, somewhere along the line, somebody realized that saying such things does make the speaker an idiot, and then deliberately transferred credit for these quotes from an idiot member of his or her own party (Dan Quayle) to an articulate member of the other party.
